Ladies and gentlemen, fine citizens of this prosperous country. I come here today to extend an olive branch, albeit, one which was extended to all of you long ago by the United States. I come here today for personal, maybe selfish, reasons. As many of you are aware, I served my country during World War II with pride. And I am still here today after an incident in which I was encased in ice and effectively preserved for the future. My active duty was around 1943 to 1944. During this time, unknown to me, the United States was inventing one of the worst devices humanity has ever known. The atomic bomb. I will not put blame on anyone, war changes situations. War makes people make snap, sometimes inhumane decisions. I do feel that The Empire of Japan at the time was most definitely in the wrong for their attack on our men at Pearl Harbor, however, I do not feel our response was the best of decisions. War should be chivalrous, a settling of conflict between two or more parties on a battlefield, war should not claim the lives of thousands of innocent civilians, almost instantaneously.
I know that the conflict has been over many, many years now. Our countries have moved on, we are now allies. But since for me personally, that time still rather feels like yesterday, I simply wished to sincerely apologize for the destruction of the cities of Hiroshima and Nagasaki. Were I in charge at the time, things would have been handled differently. But, history is unchangeable. Our past has strengthened us for the present. Never the less, Captain America apologizes for the actions of his country so long ago, and I know that the apology is reciprocated.
I would like to take this time to get into the “selfish” aspect of my address to the world today. I simply refuse to keep living in a world where countries, allies and enemies, constantly live in fear of a weapon that we helped to develop. A world where any third rate terrorist organization can hold up a country with cowardly fearmongering. No one has the right to hold the kind of power that the atomic bomb, no country within the modern era deserves the kind of power that only a god should be able to rain down. I hereby announce my intent to capture, seize, and destroy any and all nuclear arms. In the world. Not just atomic weaponry, but coward who would hide behind a “doomsday device”, I personally will find and bring to justice. I have the resources, the time, and frankly, pardon my language Japan, but I have the balls to do it. I am doing this without SHIELD or US Government approval, this is my own personal project. Unlike previous regimes I have heard about, Captain America will get the job done when it comes to weapons of mass destruction.
